The Defence Headquarters (DHQ) has clarified that field commanders are not accountable for delays in paying soldiers’ Ration Cash Allowance (RCA).

Maj.-Gen. Magnus Kangye, Director of Defence Media Operations, made the statement on Thursday during a press briefing at the DHQ in Abuja. He attributed the delays to possible issues within the financial system, including banking or transaction glitches, rather than any deliberate withholding of funds.

Explaining the situation, Kangye said field commanders receive funds to manage soldiers’ welfare and operations, adding that it would be illogical for them to withhold such payments. He likened the delay to a family scenario where money sent to a relative may not be received immediately due to banking delays.

He assured that RCA payments will be made to all eligible soldiers, but minor delays may occur because of system-related issues. Kangye emphasized that these delays should not be interpreted as intentional denial of soldiers’ entitlements.

The clarification comes after complaints from soldiers deployed under Operations Fasan Yamma and Whirl Stroke, who said they had not received their RCA since August 2025. The allowance is intended to support soldiers’ feeding and welfare during active field operations
