The Hisbah Stakeholders Committee in Kano State has opposed attempts by certain individuals to establish a separate Hisbah outfit, cautioning that such a move could fuel division, threaten peaceful coexistence and destabilise the state’s existing security framework.

Addressing journalists in Kano on Thursday, the committee’s chairman, Professor Ibrahim Mu’azzam Mai Bushira, said the warning followed a meeting of former Hisbah leaders and their deputies, where participants reviewed the risks associated with creating a parallel structure despite the presence of a legally recognised Hisbah Board established by the Kano State House of Assembly.

He explained that the idea, which some reports associate with former Governor Abdullahi Umar Ganduje, surfaced after the dismissal of some Hisbah personnel and marshals. He stressed that reviving a separate corps outside the statutory system would generate unnecessary tension. “As Muslims and stakeholders in Kano we know it is not in the best interest of any of us,” he said.

Mai Bushira cautioned that running two Hisbah groups simultaneously would create avoidable friction, adding that such rivalry could weaken the state’s coordinated security efforts. He noted that the disruptions would include conflicts that stakeholders can already anticipate as well as unforeseen challenges.

He recalled that when the current Hisbah Board was created, all independent Hisbah groups operating in the state were absorbed into the formal structure to prevent fragmentation and ensure cohesion in enforcement activities.

Mai Bushira emphasised the need to uphold unity, legality and proper coordination within the Hisbah system, saying these principles are essential for safeguarding peace and order in Kano State.

Former Governor Abdullahi Umar Ganduje had earlier announced plans to establish an independent Hisbah‑style outfit, reportedly aimed at providing support for about 12,000 personnel dismissed from the current Hisbah Board. The initiative, described as a voluntary body under the Ganduje Foundation called Independent Hisbah Fisabilillah, is said to focus on community service.
