Governor Bala Mohammed of Bauchi State has signed into law two landmark bills establishing 13 new emirate councils and the Zaar Chiefdom, a move aimed at strengthening traditional institutions and promoting inclusivity across the state.

The newly created emirates include Burra, Dambam, Darazo, Duguri, Gamawa, Giade, Toro, Warji, Ari, Jama’a, Lame, Bununu, and Lere, while the Zaar Chiefdom will have its headquarters in Mhrim.

Governor Mohammed explained that the laws were designed to give communities a stronger voice in governance and ensure that traditional structures reflect the people’s aspirations for identity, recognition, and belonging. He added that the reforms would make the traditional governance system more relevant and responsive to modern realities.

While signing the bills, the governor cautioned individuals and groups against politicizing or attempting to obstruct the implementation of the laws. He stressed that anyone found inciting division or disrupting public peace in the process would face the full weight of the law.

Mohammed also warned that government officials and traditional leaders who act contrary to the spirit of the reform would face disciplinary measures.

In addition to the emirate and chiefdom laws, the governor signed the Bauchi State Supplementary Appropriation Law 2025 and the Bauchi State Local Government Contributory Pension Scheme Law 2025. These laws, he said, are intended to boost ongoing development projects and secure pension benefits for local government workers.
