The Kaduna State Government says it has captured 607,973 Poor and Vulnerable Households (PVHHs) in its Social Register.
Head of Operations, State Operations Coordinating Unit (SOCU), Under the Planning and Budget Commission, Mr Biya Dogon Sylvanus made this known in Kaduna at a two-day Quarterly Social Protection Budget Tracking Activity held in Zaria, North-West Nigeria.
He added that 2,366,753 individuals from the identified Poor and Vulnerable households are on the Social Register.

Further, Dogon said no fewer than 51,181 semi-urban poor applicants were captured in the COVID-19 Rapid Response Register (RRR) and expected to benefit from the Federal Government Expanded Cash Transfer Programme in Kaduna State.
He explained that the RRR is a Federal Government intervention under the Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development, and a second wave will soon commence.
He noted that the intervention was to identify and document urban and semi-urban poor affected by the Lockdown and became poorer from the harsh economic impact of the COVID-19 pandemic.
In his explanation, the State Social Register was generated through a comprehensive process known as Community Based Targeting (CBT). The community defines poverty and identifies those that should be captured in the register.
He said that the CBT process began in 2017 in Nine pilots Local Government Areas (LGAs), three from each Senatorial Zones, Ikara, Kubau, Lere, Birnin Gwari, Chikun, Kajuru, Kachia, Kauru, and Sanga.
“However, in May 2020, the process was scaled up to the remaining fourteen LGAs, thus covering the entire state.
“SOCU is saddled with the responsibility of generating and maintaining the Social Register of the poor and vulnerable households in the state.
“The process is ongoing until all poor and vulnerable households in the state are captured for planning and implementation of social protection programs”.
Similarly, he explained that the Federal Government mined the data in the delivery of its Cash Transfer program and other social protection programs.
Dogon noted that the register was also being made available for development partners, organizations, Non-Governmental Organizations to mine from for various social protection interventions.
In his remark, Chairman Evidence and Knowledge Management Committee of Kaduna Social Protection Accountability Coalition, Sola Ojo, explained that the meeting was organized to hear from relevant Ministries Department and Agency on their Budget especially where Social Protection Programs are concerned.
He stressed that KADSPAC as a Civil Society network is a “pillar’’ in promoting transparency and accountability in social protection in the state.
